ECU Tuning — Legal Notice

This page summarises what VCDS Pro lets you do, what it does not let you do, and the legal constraints that apply when you modify a motor vehicle's control units. Read this before buying.

One-line summary. VCDS Pro is sold for off-road, track, research and authorised workshop use. If you write modified firmware to a vehicle that is operated on a public road, you may void its type approval, void your motor insurance, and in several countries commit a criminal offence. Compliance is your responsibility.

🇦🇹 Austria §28 KFG; TÜV Austria approval As Germany — needs §57a KFG re-certification.
🇨🇭 Switzerland SVG Art. 93; VTS Art. 34 Operating a vehicle with non-approved modifications is a criminal offence.
🇮🇹 Italy Codice della Strada Art. 78 Power-tuning requires a new homologation visit. Fines from €431; vehicle confiscation possible for emissions defeat.
🇫🇷 France Code de la route R321-15; Loi Climat 2021 (Art. L318-3) Removing pollution-control devices is a criminal offence — up to €75 000 fine and 2 years imprisonment.
🇳🇱 Netherlands Regeling Voertuigen Hoofdstuk 5 APK will fail; selling defeat-equipped vehicles is illegal.
🇬🇧 United Kingdom Road Vehicles (Construction & Use) Regulations 1986 reg. 61A Defeating emissions controls is a criminal offence; insurance void.
🇺🇸 United States Clean Air Act §203(a)(3); state inspections (CARB, NY/NJ) "Defeat device" provisions; civil penalties of up to $4 819 per violation; criminal liability for distributors.

For workshops

If you run a tuning workshop, you remain responsible under your national consumer-protection and product-liability laws for the vehicles you modify. We strongly recommend:

Refusal of service

We refuse to sell licenses, and we may remotely deactivate licenses, where we have reasonable grounds to believe the Software is being used to defeat emissions controls on public-road vehicles, to roll back odometers, or to bypass anti-theft systems without ownership.
